Registering for minor works or service maintenance contracts

If you're a contractor, consultant or supplier interested in competing for minor works or service maintenance contracts with the Queensland Government through QBuild, you need to register online with QBuild—whether or not you're registered with the Prequalification System.

This guide explains how to register with QBuild, and provides information about tendering, inductions and the contractor web portal.


Registering with QBuild

QBuild is the leading provider of construction and strategic building maintenance services for Queensland Government.

We need contractors, consultants and suppliers who operate in these industries, particularly businesses in regional Queensland.

We consult the register of contractors, consultants and suppliers when we go to market via a select list invitation process.

Therefore, registration gives you more access to tender opportunities.

Your registration remains active for 2 years. After 2 years, you need to re-apply with us to stay registered.

Registration is free.

Supplier Performance Management Framework (SPMF)

Managing and monitoring a supplier's ability to deliver value for money, is a principle of the Queensland procurement policy. This includes contractors, suppliers and consultants.

It is essential that suppliers listed on the QBuild registration database meet the standards expected to conduct business with the Queensland Government. Suppliers unable to comply with these standards may be required to participate in a formal review of their QBuild registration.

Updating your details

If you're already registered but your details are incorrect, you can update your details online. It's your responsibility to keep your details up to date.

Note: If your Australian Business Number (ABN) changes, you're no longer the same business entity, so you need to complete a new registration application.

Insurances

WorkCover insurance

You don't need to provide WorkCover insurance if you don't have any employees. However, if you're self-employed, you must have personal injury insurance for your own protection.

Public liability insurance

All contractors, suppliers and consultants who deliver goods or provide services to our work sites or depots must provide evidence of public liability insurance.

Tenders and quotes for QBuild

For low-value goods and services, QBuild usually requests quotes from a shortlist of suppliers selected from the register of local contractors and suppliers. Find out how to register.

A lot of purchasing occurs through standing offer arrangements or preferred supplier arrangements.

In these arrangements, QBuild might procure goods and services for several years using a competitive, value-for-money tendering process. These processes are usually open or public tenders.

All open tenders are advertised on QTenders and/or VendorPanel.

Opportunities to quote

When we invite quotes from a select market, we give preference to local industry in line with the Queensland charter for local content and other relevant policies and guidelines.

For low-value, low-risk requests for quote, we rotate opportunities among proven performers, previously unsuccessful tenderers and local providers.

Getting work

Being registered doesn't guarantee you'll get work with QBuild. However, you'll get an opportunity to quote, subject to the:

  • registration category
  • work location
  • number of tenderers available in the local pool
  • completeness of your registration details.

Prequalifying for major building and construction projects

The Prequalification (PQC) System is the Queensland whole-of-government register of prequalified building consultants and contractors.

The register helps government departments select providers above certain thresholds:

  • building industry contractors for projects valued at more than $1 million
  • building industry consultants for high-risk commissions and commissions over $60,000.

Work health and safety for QBuild

At QBuild, nothing is more important than the safety, health and wellbeing of our staff, subcontractors, customers, and community.

As leaders in Work Health and Safety (WHS), we adopt a rigorous risk-management mindset and require everyone to play a role.

At QBuild, we are focused on culture of safety and have implemented effective WHS systems and processes. This comprehensive approach includes psychosocial as well as physical safety and wellbeing.

Working with QBuild

All contractors, suppliers of goods, and consultants working with QBuild must comply with our conditions and specific customer requirements, such as those for Department of Education and TAFE facilities.

Together, we support a safe building and construction sector for Queensland.

QBuild Safety Management System

QBuild has proudly maintained ISO:45001 (occupational health and safety management systems) certification for over 18 years, ensuring all construction activities are safe, compliant with Queensland regulations and aligned with our commitment to continuous WHS improvement.

WHS is governed in QBuild through our WHS Sub Committee. This leadership team demonstrates accountability and promotes a positive safety culture, ensuring resources are available to implement and maintain safety systems.

QBuild also inspects safe systems of work for contractors, suppliers, and consultants.

The Department of Housing and Public Works has a Work health safety and wellbeing policy that provides a statement of the executive leadership's commitment to health, safety, and wellbeing. It clarifies responsibilities by outlining everyone’s obligations under WHS legislation , electrical safety legislation and workers' compensation legislation.

WHS induction

QBuild contractors, including approved subcontractors and their workers, must complete the WHS induction before starting work on a QBuild site. You can complete the induction at any time after your successful QBuild registration and/or subcontractor approval.

The WHS induction is required to be completed every 2 years.

Induction certificate

After successfully completing the assessment, a certificate will be available for you to download.

A QBuild representative may ask to see your induction certificate during on-site inspections, so make sure you can easily access it on your mobile device or bring a hard copy when you work on-site.

You must show the certificate, or a photo of the certificate, when requested. Any contractor who doesn't have a current QBuild induction certificate must stop work.

Working with asbestos containing material and respirable crystalline silica

You must follow strict WHS requirements when working with asbestos containing materials (ACM) and respirable crystalline silica (RCS).

As a minimum, contractors, including approved subcontractors and their workers, need to comply with the:

  • asbestos legislative and licensing/certification requirements outlined by Workplace Health and Safety Queensland (WHSQ)
  • RCS standards for minimising the risk to workers as outlined in Construction dust: respirable crystalline silica.

Incidents and hazards

Contractors, including approved subcontractors, and their workers, have a responsibility to report all WHS incidents, including injuries and hazards, to the nominated QBuild representative.

If it's a notifiable incident, as defined by the Work Health and Safety Regulation 2011 or Electrical Safety Laws, you must report to the nominated QBuild representative and the relevant authority as soon as you become aware of the incident.

These authorities include:

  • Workplace Health and Safety
  • Queensland Health
  • Electrical Safety Office
  • Queensland Building and Construction Commission
  • Department of Climate Change, Energy, the Environment and Water.

QBuild contractor web portal

The QBuild contractor web portal is available to all contractors who complete work orders on behalf of QBuild for:

  • reactive maintenance
  • preventative maintenance and operational services
  • social housing turnaround projects for vacant properties.

The portal allows for receiving, updating, closing and invoicing work orders online, and is the preferred method for QBuild to issue work to contractors.

It gives contractors:

  • an accurate view of active work orders assigned for completion
  • real-time updates of works in progress
  • simple online invoicing for faster payment claim processing.

Who can access the portal

To be provided with a contractor web portal account, you must have:

  • successful registration as a QBuild contractor
  • your acknowledgement and supplier number from QBuild.

Your local regional QBuild office can also offer face-to-face training and information sessions if required.

Business-to-business arrangements

In specific circumstances, QBuild can also offer a business-to-business arrangement for direct interfacing between management systems.
