Apply to become a hardship partner with the State Penalties Enforcement Registry (SPER).

What you should know

Join the SPER hardship partner program to help people who are experiencing hardship deal with their debt.

As a hardship partner, you will:

  • assess your client’s eligibility for a work and development order
  • develop an activity or treatment plan with your client
  • set up a work and development order for them on the hardship portal
  • provide and/or supervise activities and treatments your client undertakes
  • keep records and supporting documentation of your client's application and their participation in the program
  • report on your client's monthly progress and completed hours on the hardship portal.

There are requirements you must follow to be eligible to join the program.

Who can use this service

You can become a hardship partner if:

  • you are a health practitioner or organisation
  • you satisfy the hardship program partner requirements.

Don't use this service if:

  • you do not satisfy the hardship partner program requirements

How to become a harship partner

Follow these steps to submit your application.

Step 1: Read the hardship partner participant pack.

Read and understand the hardship program eligibility criteria. You must comply with the sponsor responsibilities outlined in the pack.

Step 2: Gather your documents

Gather:

  • details of the experience and qualifications you or your staff have to undertake the role of sponsor
  • a list of the activities you plan to provide
  • your ABN or Australian Health Practitioner Regulation Agency (AHPRA) registration number.

Step 3: Complete the application form

Download, print and complete the form.

Step 4: Submit your application

Email your completed application form and supporting documents to:

SPERPartners@treasury.qld.gov.au

Step 5: Receive the outcome

You will receive confirmation that your application has been received. You may be asked for more information. You will need to provide this within 28 days.

How long it takes

Processing time begins when a completed application is received.

Standard applications: may take up to 4 weeks.

How much it costs

There is no cost to register as a hardship partner.
