A blue card is needed for any person entering:

  • youth housing​
  • youth shelters
  • semi independent living​ for children
  • emergency accommodation ​for children
  • reintegration housing​ for children
  • public and community housing​ for children
  • any other facility where child accommodation is provided under funding by the Australian Government
  • any other facility where accommodation is provided to children under guardianship by Child Safety.

A blue card is not needed for a person that enters a residential facility when no children are present there. For example, if maintenance work needs to be carried out and there are no children present, a blue card is not required.

Under this category you don't need a blue card for work at a licensed care service. As per the Child Protection Act 1999 a licensed care service provides care for children under the Chief Executive’s custody or guardianship, and is licensed to do so.
